concerning restrictive measures in view of Irans military support of Russias war of aggression against Ukraine
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 215 thereof, Having regard to Council Decision CFSP 2023/1532 of 20 July 2023 concerning restrictive measures in view of Irans military support of Russias war of aggression against Ukraine 1, Having regard to the joint proposal of the High Representative of the Union for Foreign Affairs and Security Policy and of the European Commission, Whereas:

On 31 July 2014, the Council adopted Decision 2014/512/CFSP 2.

Decision 2014/512/CFSP prohibits the sale, supply, transfer or export of dual-use goods and technology to any person, entity or body in Russia or for use in Russia. This prohibition was implemented by Council Regulation EU
No 833/2014 3 and the goods and technology concerned are listed in Annex I to Regulation EU 2021/821 of the European Parliament and of the Council 4.

Decision 2014/512/CFSP also prohibits the sale, supply, transfer or export, directly or indirectly, of goods and technology which might contribute to Russias military and technological enhancement, or to the development of its defence and security sector, whether or not originating in the Union, to any natural or legal person, entity or body in Russia or for use in Russia. This prohibition was implemented by Regulation EU No 833/2014 and the goods and technology concerned are listed in Annex VII to that Regulation.

Decision 2014/512/CFSP also prohibits the sale, supply, transfer or export, directly or indirectly, of goods which could contribute in particular to the enhancement of Russian industrial capacities to any natural or legal person, entity or body in Russia or for use in Russia. This prohibition was implemented by Regulation EU No 833/2014
and the goods and technology concerned are listed in Annex XXIII to that Regulation.
