PODER EJECUTIVO DEL ESTADO
ERUVIEL ÁVILA VILLEGAS, Gobernador Constitucional del Estado Libre y Soberano de México, a sus habitantes sabed:
Que la Legislatura del Estado, ha tenido a bien aprobar lo siguiente:
DECRETO NÚMERO 173
LA H. LIX LEGISLATURA DEL ESTADO DE MÉXICO
DECRETA:
LA H. LIX LEGISLATURA DEL ESTADO DE MÉXICO, EN USO DE LAS FACULTADES QUE LE CONFIERE EL
ARTÍCULO 148 DE LA CONSTITUCIÓN POLÍTICA DEL ESTADO LIBRE Y SOBERANO DE MÉXICO Y PREVIA LA
APROBACIÓN DE LOS HH. AYUNTAMIENTOS DE LOS MUNICIPIOS DEL ESTADO, EN TÉRMINOS DEL ARTÍCULO 93
DE LA LEY ORGÁNICA DEL PODER LEGISLATIVO DEL ESTADO LIBRE Y SOBERANO DE MÉXICO, DECLARA
APROBADA LA ADICIÓN DE LOS TRES ÚLTIMOS PÁRRAFOS AL ARTÍCULO 5 DE LA CONSTITUCIÓN POLÍTICA
DEL ESTADO LIBRE Y SOBERANO DE MÉXICO.
ARTÍCULO ÚNICO. Se adicionan tres últimos párrafos al artículo 5 de la Constitución Política del Estado Libre y Soberano de México, para quedar como sigue:
TITULO SEGUNDO
DE LOS PRINCIPIOS CONSTITUCIONALES, LOS
DERECHOS HUMANOS Y SUS GARANTÍAS
Artículo 5.
El Poder Ejecutivo del Estado de México organizará el sistema penitenciario sobre la base del respeto a los derechos humanos, del trabajo, la capacitación para el mismo, la educación, la salud y el deporte como medios para lograr la reinserción del sentenciado a la sociedad y procurar que no vuelva a delinquir, observando los beneficios que para él prevé la ley. Las mujeres compurgarán sus penas en lugares separados de los destinados a los hombres para tal efecto.
