Attendance At Meeting.
Present -- Honorable Harold Washington, Mayor, and Aldermen Roti, Tillman, T. Evans, Bloom, Sawyer, Beavers, Caldwell, Shaw, Huels, Fary, Madrzyk, Burke, Carter, Langford, Streeter, Kellam, Sheahan, Jones, J. Evans, Garcia, Krystyniak, Henry, Soliz, Butler, Smith, Davis, Hagopian, Gabinski, Mell, Kotlarz, Banks, Giles, Cullerton, Laurino, OConnor, Pucinski, Natarus, Eisendrath, Hansen, Levar, Shiller, Schulter, Osterman, Orr, Stone.
Absent -- Aldermen Rush, Vrdolyak, Gutierrez, Figueroa, Austin.
Alderman Huels requested that the Council Journal of Proceedings reflect that Alderman Vrdolyak was absent due to business in Springfield, Illinois.

Call To Order.
On Wednesday, May 20, 1987 at 10:37 A.M. the hour appointed for the meeting was 10:00
A.M. Honorable Harold Washington, Mayor, called the City Council to order. Honorable Walter S. Kozubowski, City Clerk, called the roll of members and it was found that there were present at that time; Aldermen Roti, T. Evans, Bloom, Sawyer, Beavers, Caldwell, Shaw, Huels, Fary, Madrzyk, Burke, Langford, Streeter, Kellam, Jones, J. Evans, Smith, Davis, Mell, Banks, Giles, Laurino, OConnor, Pucinski, Eisendrath, Hansen, Levar, Shiller, Osterman, Orr, Stone - 31.
Quorum present.

Invocation.
Alderman Danny K. Davis 29th Ward opened the meeting with prayer.

TRIBUTE TO LATE MR. EDWIN C. "BILL" BERRY
Honorable Harold Washington, Mayor, on behalf of himself and all the members ofthe City Council, presented the following proposed resolution:
WHEREAS, Edwin C. "Bill" Berry, 76, the well-known civil rights leader of more than 30 years, died May 12, 1987 at Michael Reese Hospital after a long illness; and WHEREAS, Bill Berry attended Oberlin College on an academic scholarship, where he became a star football player and a star track and field participant in the 100-yard dash;
